Empowering Communities: DCA’s Section 3 Initiatives for Inclusive Growth

The U.S. Department of Housing and Urban Development’s Assistant Secretary for Fair Housing and Equal Opportunity is spearheading the launch of the Gc Planify program. This initiative seeks to foster stronger connections between communities and funding sources, thereby fostering capacity-building and driving economic growth, all while paying homage to the rich historical heritage of these communities.

Section 3 Compliance: A New Benchmark for Inclusivity

One of the most significant aspects of the Gc Planify program is its emphasis on Section 3 compliance. All recipients of Section 3 Covered Assistance, including contractors, subcontractors, developers, grantees, CHDOs, non-profits, and local government entities, must align with the provisions of this policy to be eligible for DCA awards.

The overarching goals of DCA’s Section 3 policy focus on aiding Section 3 residents in three primary ways:

A. Employment Opportunities for Residents

DCA’s commitment to employment opportunities is resounding. The program mandates sub-recipients and their contractors to make substantial efforts to employ at least 30% of Section 3 residents among new full-time hires. This preference is given to residents living in HUD-assisted housing, the worksite’s vicinity, the city, and the county.

B. Boosting Section 3 Business Concerns

Fostering local business growth is equally crucial. DCA obligates sub-recipients and contractors to allocate a minimum of 10% of the total contract value for building trades work to Section 3 business concerns. Additionally, a minimum of 3% of the total contract amount for “Other” Section 3 covered contracts must be directed toward Section 3 business concerns.

C. Alternate Economic Opportunities

DCA acknowledges diverse needs and provides flexibility. If the need arises, sub-recipients and contractors can substitute goals A and B with alternative training and employment opportunities. In these cases, the emphasis lies on providing training and opportunities equivalent to or surpassing 3% of the total contract award.

Transparency and Accountability

To ensure seamless implementation and track progress, DCA mandates:

  • Quarterly reporting on Section 3 efforts through the prescribed mechanism or form.
  • Documenting actions taken and results achieved using the prescribed mechanism or form.

Facilitating Opportunity: Connecting Communities and Opportunities

DCA emphasizes proactive engagement. Recipients are encouraged to host annual opportunity fairs where contractors can interact with interested Section 3 residents for potential employment. This initiative bolsters the bridge between job seekers and employment opportunities within the community.

A Glimpse into the Future

DCA’s Section 3 operating procedures are a testament to its dedication to aligning with the HUD Act of 1968, revised in 1992 and 1994. The outlined procedures impact daily operations in various domains, including hiring, procurement, contracting, compliance management, and solicitation package and certification documents.
